Methodology: evidence, not a number

Each criterion gets one word — Strong, Good, Mixed, Weak or Unknown — chosen from cited evidence. There is no overall score, no weighting and no ranking: what suits you depends on the job, so the review says who PacketStream suits.

Qualitative ratings from cited evidence — no weights, totals or rankings. The evidence behind each rating is on the methodology page.

The same data drives this board, the one on the review, and the per-criterion evidence below, so a rating cannot change on one page without changing everywhere. Ratings compare PacketStream with the providers we track (Evomi, Decodo, Webshare, Rayobyte, IPRoyal, Oxylabs, Bright Data and SOAX) and with Proxyway’s 2026 market medians.

The board covers seven criteria that describe what PacketStream offers: bandwidth price, billing terms, sticky sessions and country targeting, protocols and setup docs, sourcing and consent, Search API pricing, and the Fetch and MCP agent tools. It is not an audit of every feature a proxy buyer might compare; the comparison pages set out both providers’ published specifications side by side.

We deliberately do not combine the ratings into a total. Any weighting would encode one buyer’s priorities, and buyers weight price, billing and features very differently. Instead the verdict states plainly who PacketStream suits.

The rating scale

Rating scale used on every criterion
RatingMeterMeaning
Strong Among the best of the providers we track on this criterion, backed by official pages or recent third-party data.
Good Better than the typical provider we track, with a clear limitation.
Mixed Real strengths and real weaknesses of similar weight; the answer depends on the job.
Weak Worse than most providers we track, or the most recent evidence is negative.
Unknown No usable evidence. We do not guess.

“Unknown” is shown as an empty, dashed meter and is used only when there is no usable evidence.

Ratings and their evidence

For each criterion: the rating, what it is judged against, the evidence, and where the review covers it.

Bandwidth price

Strong $1.00/GB flat at every volume: a quarter of the $4.00 market median at entry.

Judged against: Per-GB list price at entry and at volume, against the providers we track and Proxyway’s 2026 market medians, including tiers and feature multipliers.

  • $1.00/GB flat at every volume; rotating and sticky traffic cost the same (official pricing page, verified 2026-10-17).
  • Proxyway market medians (data Mar–Apr 2026): $4.00/GB at entry and $1.94/GB at 1 TB. PacketStream is a quarter of the first and about half the second.
  • No tiers, plan sizes or per-feature multipliers to decode.
  • The $1/GB rate has been unchanged since at least 2021, according to archived copies of the site.

Billing terms

Strong Pay-as-you-go, no subscription, and a balance that never expires.

Judged against: Subscription vs pay-as-you-go, expiry, what the balance can be spent on, and payment methods.

  • No subscription: you buy a balance and draw it down at $1.00/GB.
  • ToS: purchased balance “does not expire merely because time passes”. The pricing page: “Nothing renews, nothing expires.”
  • One balance pays for the proxies and the Search, Fetch and MCP APIs.
  • Pay by card (Stripe) or PayPal; bank transfer by approval for large purchases.

Sticky sessions & country targeting

Good Sticky sessions at no extra cost, country targeting by suffix, and failures you can see.

Judged against: How sticky sessions and country targeting are configured and priced, and how they behave when something fails.

  • Sticky sessions via _session-<label> at no extra cost: the same $1.00/GB as rotating traffic.
  • Rolling 60-minute idle timeout. Each new connection restarts the clock, so an active session can run longer than an hour.
  • A dropped session fails visibly rather than silently switching to a different IP.
  • Country targeting via _country-XX (ISO two-letter codes). A country with no available exit fails the request rather than substituting another country.

Protocols & setup docs

Strong HTTPS, SOCKS5 and HTTP endpoints, with unusually specific official setup docs.

Judged against: Protocols offered and the depth of the official setup documentation.

  • HTTPS proxy on 31111 (recommended), SOCKS5 on 31113 and HTTP on 31112, all on proxy.packetstream.io.
  • Official guides for curl, Python, Node, Go, Playwright, Scrapy and Puppeteer, with failure-handling advice.
  • The guides cover awkward cases too, such as a local TLS bridge for Scrapy and a loopback bridge for Puppeteer.
  • A troubleshooting guide that maps symptoms (authentication, TLS, rotation, session and country failures) to fixes.

Sourcing & consent

Strong Opt-in sharing app, rated LOW risk for consent practices by Synthient.

Judged against: How exit IPs are obtained, the consent rules in the terms, and third-party consent ratings.

  • Sharers install an opt-in desktop app themselves and share bandwidth only while it runs.
  • Sharers must be 18 or older and own, or be authorised to use, the device and the connection (ToS §5).
  • Synthient rates PacketStream LOW risk for consent practices.
  • PacketStream Inc. is a US company founded in 2018, with public terms rewritten in 2026.

Search API pricing

Good $2.50 per 1,000 successful searches, failed calls free, no subscription.

Judged against: Price per 1,000 successful Google searches and billing terms, against the SERP APIs we track.

  • $0.0025 per successful search ($2.50 per 1,000); failed requests are free.
  • No subscription: searches draw on the same never-expiring balance as the proxies.
  • Cheaper than ScraperAPI’s Hobby plan, which works out at about $12.25 per 1,000 Google searches.
  • Seven Google result types: web, news, shopping, places, autocomplete, Scholar and AI Mode.

Agent tools (Fetch & MCP)

Good Fetch returns clean Markdown with errors free; the MCP server is documented for five AI clients.

Judged against: What the Fetch API and MCP server return, how they bill, and which clients are documented.

  • Fetch returns a page’s main content as clean Markdown, with the final URL, HTTP status, title and description.
  • Fetch costs $0.0025 per fetch that returns content; every error is free, including the target site’s own errors.
  • The MCP server exposes packetstream_search and packetstream_fetch at the same $0.0025 per successful call.
  • Setup docs for Claude Code, Codex CLI, Cursor, VS Code and Claude Desktop.

How “best for” picks work

The alternatives page and the review’s “Good fit” lists are organised by use case, not by rank. The rules we follow:

  • Each pick names a concrete need and is justified by verifiable facts: price, terms, features, or dated third-party test results.
  • Picks are listed in no particular order, and pages say so. There are no “#1”, “overall winner” or ranked positions.
  • PacketStream gets the picks it genuinely wins, such as the simplest flat-rate pricing. Strengths it shares with other providers are presented as strengths, not as wins.
  • Competitors get the picks they win.
  • We do not invent use cases to manufacture a win for anyone.

How comparison pages work

Each head-to-head page opens with when to choose PacketStream over that provider, then sets both providers’ published specifications side by side, with costs at several volumes. Each reason to choose PacketStream is tied to a fact in the table. We don’t count wins into a score or name an overall winner, because criteria are not equally important to every buyer. Where PacketStream has no current figure for a row, the cell shows “—”.

Editorial rules

  • No overall score, numeric rating or ranking — for PacketStream or any competitor.
  • No user reviews are collected, so there is no aggregate rating and no rating markup in structured data.
  • No named authors or credentials are claimed; content is published under the site name.
  • No testimonials, review counts or statistics are invented. Unconfirmed facts are omitted or labelled [UNVERIFIED].

Third-party testers are cited as dated measurements, not as final verdicts, and we quote their test results rather than their editorial ratings. Some commonly cited reviews of PacketStream contradict its current docs — one says there is no SOCKS5 support, which the docs show on port 31113 — so we rely on the official pages.

Update policy

  • Every price and limit is re-verified against its source before each content update, and the “Verified” dates are bumped.
  • Ratings change only when evidence changes — for example a price change, a new feature or a new third-party test.
